I have no idea what the cut off is. I do know when I go to upvote something on Peakd, if it is a popular post, my vote is worth more than if I vote on something that isnt popular. If memory serves me, I think it is 20 minimum on that threshold. Of course, if others vote behind me and push it up, them my vote value, associated with that post, incrases.

The last Hark Fork on Steem, the last September, altered everything.

As for comment voting, I do that out of my LEO account and the focus is upon LEO. I am actually giving more LEO than Hive, which I guess is zero since it is likely dusted out.
