It will likely be the same process. The difference is that when one delegates HP, he or she (or it) loses the VP that goes with it. That ends up in the hands of the one delegated to.
With RC delegation, the RC "power" is given to the new account but there is no increase in voting power. That only comes from having control of the HP.
