What's the use of criminals in Dcity?

Here's a stupid dcity question. Can anyone tell me what's the use of the criminals?

I can't think of any use, yet I saw they go for a respectable price on the market so I figured to sell the few I have:

Almost 17 hive not bad! Or perhaps I even got ripped?! Ah, who cares, I get robbed often so there's more to come soon. In the meantime I will just buy a couple more AVA thanks to my ex-criminals. I hope @summertooth has some fun with them or whatever.

Anyways. If you know what's the use of the criminal card (considering it gives only negative stats) please let me know in the comments!
