Doesn't the LEO add up even if you don't have 30 LEO?

I can remember getting small LEO rewards last year. But if you go to the Rewards Page on Hive Engine:

The number next to LEO has three digits. I have two accounts. One has 200 LEO the other had 20 LEO. They upvoted the same post. The one with 200 got a LEO award the other account didn't get one; so I delegated LEO to my second account and it now gets awards.

Perhaps they changed their configuration.
