Maxing is not required for (unless yo want dominate very hard.) You can get nice playable experience at level 4- level 5 summoners too. Earning useful is not comes from ranked game as such for that you should participate in tournaments and make sure to complete your daily quest. Though daily quest rewards are not much of value but you never know when you hit the jackpot of gold foil legendary.
